A splinter is a self aware piece of a shard like the stormfather (I think). 
A splintered shard is like devotion or dominion, referring to the entire shard

I mean, I'm an Elantrian. I'm stuck as an Elantrian. I have very little way to advance, I think. But I can join the Ire and try to get a Shard on our side! It's not like it backfired when Ruin sabotaged our attempts to take Preservation or something...
