They are neither evil nor cultists - but they are from Emperor's Soul. Spoilers:

We see them from Shai's PoV, so the Bloodsealer is an antagonist in the story, but we don't learn anything of their religion or how a typical Skeletal may be used. So, while they do seem to have a form of Necromancy magic - the same could be said about Hallandren in Warbreaker - and most readers do not think using Lifeless means Hallandren is evil for that reason alone (though Idrians do).
