Hmm.

I'm inclined to rule that they can, actually. And likewise, they may still be included in other people's new PMs.

On the reasoning that it falls under the "they can still communicate" clause and not the "they can no longer take actions" clause.

And because it feels right for this setup.

Is there a reason it shouldn't work like that?
