Well, we don't actually know why. TES is early Cosmere so Hoid's aims/goals would even harder to guess at than usual but it wasn't his first visit to Sel, as he'd appeared in Elantris (but he has visited even earlier than that). We don't know exactly how the Sceptre does what it does or if it can have any further capabilities but he seems to want for something. -
The Elantrians were never dead, Raoden explains the Shaod/Reid in book. They were stuck in the metamorphosis stage, between heartbeats, breaths; like a computer command that hasn't fully completed it's routine because one piece of the coding needs to be changed or something needs to be added

She mentions a colleague who's an expert in pre-Shattering biography and history in the Scadrian essay (so possibly a native Yolenese/ITE), while she describes herself as an Arcanist. Given how Yolen is inaccessible, I'm guessing this coworker may be from there or has spoken to a native to acquire said information

I'm trying to decide if they were what Shades were before A&O's clash or perhaps they may be another outcropping of Investiture. More questions include; why, in-book, those Rules in particular?; why green eyes, was it Ambition's colour?; did Shades act differently prior to the clash?; how self-aware are the Shades?; how do Shades know when the Rules have been broken?

Hmm; If the Heralds are kind of like Cognitive Shadows, and they go to Braize when they die (which is full of Splinters/Spren) And with Kalak's vague description of hooks and other bad stuff in WoK Combined with the knowledge of what a certain someone experienced in SH Perhaps they undergo something similar in Braize's Shadesmar
