Meanwhile, Arbiter was planning out his mission. He researched different kinds of sedatives until he found one he liked. He would administer it to Nin's apprentice and then bite his head (?) after he was asleep

To his surprise, Nin's apprentice knew battle, assassination, warmongering, strategy, how not to fail, science, and history all very well. Better, in some cases, than Spook himself.
