They have been elusive so far because we don't have a Skybreaker PoV till OB, and Szeth only has a few chapters post swearing of the 2nd Ideal, he swears the 3rd right before Thaylen City battle, so we simply didn't get the opportunity, possibly with the addition of Nightblood making the newly Bonded spren wary.

"stray power"? The moment Adonalsium was Shattered, all existing Investiture in the Cosmere got assigned to the Shards. While Brandon has confirmed that Hoid's immortality and regeneration comes from the weapon against Adonalsium, we don't have any information regarding the access to Fortune or the time dilation, though the latter can apparently often be found among Worldhoppers. Oh, he also has Connection, which he uses to communicate on other worlds.

Yeah, it's commonly assumed that they were piping Investiture from the Dor to their fortress. Transforming one form of Investiture into another is very difficult, even Vasher hasn't figured it out yet. (Scadrial might have quite the edge here over other Shardworlds, if what we've been theorising regarding nicrosil is correct) Messing with Connection would work: -
Hoid is not a Sand Master mind you. He just has a jar of White Sand, which he seems to use as magic usage detection system. 2 kinds of Lightweaving, not 3 He also has access to Fortune, to know when & where he's needed He also has access to some method of time dilation

Szeth got Vasher's sword from Nale. In the OB flashbacks we see The Nightwatcher offer Dalinar "a sword that bleeds darkness and cannot be defeated". We don't know how Nale came to have the sword, nor how The Nightwatcher got it nor how Vasher lost it. Vivenna was presumably taught about Worldhopping from Vasher, who's been to Roshar before and in fact Nightblood was intended to emulate the Shardblades. We do know that she used Cultivation's Perpendicularity. A Perpendicularity is a hole, linking the Spiritual, Cognitive & Physical Realms, they are formed naturally when a high enough concentration of Investiture accumulates in one place. Szeth doesn't have a normal Shardblade because he didn't complete the third Ideal till he reached Thaylen City. He was already using Nightblood & knew the sword was powerful, so probably chose to use that sword at that critical juncture. His Highspren might be a little frightened of Nightblood, I imagine. It's also possible that Szeth's third Ideal wasn't complete in a sense without Dalinar accepting it.

We do see some speculation by Khriss in the Arcanum Unbounded that an Investiture System may have existed on Threnody prior to Odium's Splintering of Ambition. She also speculated that rather than Ambition, the magic may have been there before the Shattering of Adonalsium. Anyway, after Ambition's Splintering the planet has been irradiated by Investiture, resulting in people turning into Shades. If the magic still exists, we haven't seen it yet. But we have seen a hint of magic tech from Threnody in the Mistborn era 2 broadsheets (in Bands of Mourning, the Nicki Sauvage piece in New Ascendancy), where a man, who seems like he might be Nazh uses a gun that shoots out a Shade.

That's Yolish Lightweaving, a different magic system which is quite possibly based on the same principles as Rosharan Lightweaving¹. It's from before the Shattering... and broken somehow since then². 1: The Elantris magic he mentions is Aon Shao 2:
