    That is an assumption. Honor's (splintered) power resides in the SR, where location doesn't matter. The Seon's essence is the Dor, which is very localized. You might be able to take a Seon off world, but it doesn't mean the Seon could draw forth extra Dor for your Aons off world.

    I always read it not as both had to be using their power together, but they had to both consent to creating a planet, because one could always block the other. So, since they were both on board, they both put in effort.

    I am not certain what your point is. Why do you think there is a heaven/hell/purgatory correlation between three planets, (of which you list four: Yolen, Threnody, Damnation [the Rosharan name for Braize], and Ashyn [the name of the planet Rosharans call the Tranquiline Halls]) and two shards (Dominion and Odium)?
