I think so, too. But yes, you need to be careful and think about who you choose. Definitly makes the spying part more interesting.

I personally don't think it is a huge issue, I may be wrong though...

I think picking someone only in 1 guild is an option, however I don't know how many of them there are...

I think more often than not, people picked to be reps of great guilds will be people who have been with the guild for a while, and have shown they are loyal. For minor guilds, it will be much less of a problem than it will for great guilds.

For me personally though, I believe this is all IC based on the conversation so far... so if my charecter that is devoted to the GB becomes a rep, I (and i hope most people) would try to further the GB cause.  If my Keeper charecter gets elected, I would try to further the Keeper cause.

That's maybe just imagination on my part, but somehow I thought you can only be rep in your main guild?

You can only be rep in your main guild(I believe) but there's nothing stopping you from saying you choose the minor guild you are a member of as your main guild instead of the great guild you are a member of. You couldn't rep for 2 separate guilds.

I think that other RPs should stay out of it.

I also think that you can switch which guild is your main guild. As in, my main guild is currently the Craftmen, but once they get more members, I will probably run for office in TUBA, or Sentinels.

Update on the Guild Census (official results)

A reminder, we are asking everyone to PM me or publicly declare what guild they would like to be counted under for this government thing. That doesn't mean you're necessarily participating in it, but your affiliation still has a an impact on the ability of guilds to raise armies etc. Once a guild has five members, it becomes a Great Guild. For more details, see this thread.
