It's a bit character from the cartoon "Avatar: The Last Airbender". He only appeared in one episode, where there was a running gag where he claimed to have several brothers, but they were all just him pretending to be different people.

In this case, the meme is comparing his "brothers" to Shallan's alternate personas.

My understanding is that it was Rock's son. We see this in Lift's interlude (I-5).

I was right! I had remembered it from the book, but when I wanted to double check I didn't have it on me, and when I looked at the online released Lift interlude the text was different. In that case, I take back my taking back of my comment.
