How did Odium's forces come to know enough about Urithiru's gemstone pillar to make the anti-Radiant fabrial? Did they just never managed to re-engineer it independently till now? Did they get the schematics from someone? Taravangian? During the invasion? Re-Shephir?

Taravangian Bonding the Nightwatcher is a popular theory actually. What makes you think it couldn't be a new character? We've only had 3/10 books so far. Especially for a book the length of the Stormlight books, half a book is plenty of space for characterisation. Heck, a chapter in an interlude is enough for good characterisation, and we could get to know the character afterwards.
