All investiture in the cosmere is linked to one of the 16 original shards. Both, since the two are intrinsically linked. A shard became that aspect after the shattering.

IMHO, dawnshards "used for binding any creature, voidish or mortal" are perfect gemstones, capable of trapping spren indefinitely.
