Ok if we're interpreting it wrong, how about this.

 

Kaladin has a budding romance going on with Jasnah, Lopen takes this a confirmation that being a Surgebinder will go down very well with the ladies, so well that it'll attract royalty. Then makes the comment that when they finally figure out how to make others Surgebinders then he too will get himself a royal bride.  ;)

I want to go back to this glimpse for just a bit. 

Maybe the quote is literal. It sounds a lot like what Jasnah was seeing. She saw Shadows before going to the shadesmar. 

 

 

I think Lopen stating that he is glowing and can fly, makes (to me) it appear clear that Lopen is the one who is using Stormlight here and flying, not just being tossed around by Kaladin's lashings.

 

To me this sounds like Lopen telling the crew a jovial story. Maybe he is telling them what he would tell the king in order to impress him. I doubt Lopen is a surgbinder.

I thought Lopen saw Kaladin fly, and he is saying that once he figures out how to do it as well, then he will glow, fly and kings will give him their daughters.

You're not reading it carefully enough.

 

I think the "when we have this figured out" part is key. So all we have for now is something is flying. Kaladin lashing a rock to something above would be enough to have Lopen say this I think.

Think the flying is more sarcasm than fact 

 

Maybe Kaladin  is using a basic lashing and just levitating. Maybe not, but it would be nice if he knows of all three lashings before Szeth arrives.

A key thing is, Bridge 4 and Kal may still think that Surgebinding is a thing that can be taught, so Lopen is remarking on Kal's success and saying that once they figure out how to do it too...

A (sadly) fair point. It is common knowledge - well, lore / legend, really - that the Radiants of old could fly. The topic must have come up around Lopen, and so he has made this comment.

My take on the matter.

 

"I knew it.(when he see Kaladin basic lashing)

 

When we have this figured out,(here he are sugesting that they will find a way to teach other people surgebinding)

 

the king of all Herdaz, he will say to me, 'Lopen, you are glowing, and this is impressive. But you can also fly. For this, you may marry my daughter.'"( For the LULZ he see himself leaning flying=))

I guess we're going to have to go looking elsewhere. Uh... flying fabrials? Or they aren't flying at all... uh. Really, it would be easiest if Kaladin just Lashed a rock. Maybe Kaladin leaped across a chasm? Perhaps Lopen is just making a funny comment.

Levitating isn't flying. But maybe even proof that Kaladin is doing a basic lashing is too spoiley.

I believe by this logic we can be sure that Dalinar was not holding a dead Adolin or Renarin in that other Glimpse.

Lopen already says something like this in WoK:

“It kept you alive, gancho,” Lopen said. “The only thing I’d be alarmed about is how irresistible the women would find it. ‘Lopen,’ they’d say, ‘you only have one arm, but I see that you can glow. I think that you should kiss me now.’”

The flying part is new though, so something must've happened to make him add that. Even if it's just hearing Teft tell a story about Radiants flying. Or maybe they're analyzing stories about the Assassin in White, but ... why? Unless Elhokar is concerned about him and it starts them thinking about it?

Anyway, I wanted to post some comments by Lopen from the chapter 12 excerpt. This could just be from Lopen trying to talk Kaladin into trying to fly again. I could be wrong, but I don't take this as any king of flying proof.

"Fly!" Lopen said from down the passage.

"I can't fly," Kaladin said dryly.

"Walk on walls!"

"I tried that," Kaladin said. "I nearly broke my head from the fall."

"Ah, gancho," Lopen said. "No flying or walking on walls? I need to impress the women. I do not think sticking rocks to walls will be enough."

“I think anyone would find that impressive,” Sigzil said. “It defies the laws of nature.”

“You do not know many Herdazian women, do you?” Lopen asked, sighing.

I thought someone said that Kaladin should be able to fly because the Windrunners of old could.  I doubt this is telling us anything at all but rather just Lopen being Lopen.
