Look, she accidentally started a rebellion (I say accidentally because the rebellion she started wasn't really the one she was planning) that's leading to a strengthening of the Listeners. Is it her fault if she's more like Mr. Magoo than James Bond with her espionage? I mean, yes, but still.

The long delay in her actually testing her powers is part of her character development. She's a character who goes from selfishness to self-preservation to selflessness, and those 715 pages of farting around are necessary to show how much she had to overcome in order to become what she was meant to be. I just used the term "farting around" for comedic effect.

She's well on her way to becoming awesome. And I've enjoyed seeing her journey from awful to awesome. Her Mr. Magoo phase makes her more relatable.
