The wild Garnkucle murdered Bob #3 first, sending him to murder those he had murdered again.

This caused the council of Bob to make up their differences and join together to kill the wild Garnkucle.

The council of Bob replaced its dead members with new members from the retcon on the previous page.

(They were still down from the original 100 members in the council, they'd just redone the rankings)

Meanwhile, the Councilors of Bob were worried. With this big of a hit to their numbers, they might need to tap into the recruiting pool used by the Hierarchy of Jane.
