Day 1: Freedom of Speech

21 Councilors gathered in the Aluminium lined secret room in the Merchant Quarter. The highest elected members of Thaylens Government. Councilor Teej, as senior-most member ran the meeting. “Welcome all to meeting, of Palahanah 1175, are all members present and accounted for?”

 

“Yes Councilor.” A secretary said, writing down the words for later sending to the Queen’s Archives. “All Councilors and representatives are present.”

 

“Excellent. Teej presiding, we may begin by discussing our first matter of business.” Teej held up the agenda, then deliberately pushed it off his desk and onto the floor in front of him. He sighed heavily and shook his head. Many of the councilors exchanged glances with each other in confusion or concern. 

 

Teej pulled an envelope out of his robes, and held it up. It was open, but there had been a scarlet seal closing it. The councilors tensed, all of them recognizing it, as they had all received one. “This offer was on my bed side table when I woke up this morning.” He opened the envelope and withdrew a sheaf of parchments. “It details a treaty, between Thaylen City and the Singer god Odium, in which we join the Singer Empire willingly. If I may ask, did any of you receive such offers?”

 

Teej knew they all had. Everyone in the room had received an offer while they slept. A subtle threat, that the enemy could reach them in their safest rooms to deliver a powerful offer. Teej had delivered them himself. Or rather, Abaray the Mavset-im had. Teej was dead, remember?

 

Slowly, Councilors and facilitators and guards all raised their hands, indicating that they had indeed received the offer.

 

Teej nodded. “Well then. I propose we table all other matters on the agenda for the day, and instead discuss this offer. Is this a true offer, or a threat? Is this something we can ignore, or should we try to negotiate better terms?”

 

Teej turned to face the Queen’s relatives on the council. “Is this something that Queen Fen will allow us to discuss, or will she further abuse her power to silence us, as if she were one of the Alethi Tyrants she spends so much time with now?” Their eyes widened in offense at the deliberate slight, but they did not speak yet, as they were suddenly weighing the loyalties of everyone in the room.

 

He spread his hands to the side, inviting all to comment. “Please, discuss freely. We must come to an answer.”

3. @coco.pudding as Essyn, a Ghostblood who is returning to the council after secretly causing a Disastrous Expedition to the Reshi Isles.

4. @Mystfall as Fickle, a Cognitive Shadow who joined the Council  due to a Letter of Endorsement from Archer.

5. @TwinStorm as Shemyn the Accused, a pirate who accidentally joined the council simply by stealing enough ships to count as a Fleet Lord. Now that he gets a cut of the Taxes, he's stopped robbing the Tax Collectors and instead wants Thaylenah's wealth to grow.

6. @Illwei as Councilor #6.

7. @Hoid Slayer as Tshanin, who buried his sister in the stars, so that every sailor would see her at night.

8. @Ascended Grubberfly as Dvalk, who once bet his belief on the flip of a card, and settled a debt in return for a council seat.

9. @Mat as Mat, one of the oldest council members, who is tired, and frankly too busy for this treaty nonsense.

10. @Ink and Embers as Ari, an Irian Immigrant who has cornered the painrial market in Thaylenah.

11. @The Unknown Character as Tin Capone Old Man Maker, a hole digger and post maker.

12. @WhimsyIsTheBestShard as Leb and Geb, the Twin halves of Lord Falwin.

13. @KaladinsSenseOfHumourSpren as Vivliktv, the legendary chef who invented Krem Sauce.

14. @Mint11 as Chise Hatori, who won her seat on the council after being sold to an ancient Artifabrian as a slave.

15. @Araris Valerian as Araris Valerian, a rather lost swordsman.

16. @Stardust as Ensha, a merchant conartist

17. @Archer as Noran, Cousin to the queen, but using Tyn's eye-darkening Contacts.

18. @KeyFox as Makkib, a former Skybreaker from Babatharnam.

19. @Asriel as Rbiren, a Natan Merchant who rose to Councilor status due to the favors and goodwill he collected at his hair solans scattered across the richer sections of Thaylen City.

20. @Alvron as Reavest, the Council's hidden hand and champion of Ishar.

Hoid for his great Sign-up Post, and Mystfall for his engagement! 24 hours ago, they were given the ability to manipulate the odds for what role they could receive. (either by removing some roles from the pool, or by selecting from a small number of chosen roles). 

@TwinStorm received a Runner-up Boon, simply because I was struggling to choose between Twin and Myst for most Engaging. Twinstorm's boon allows him to choose his starting Loyalty.

Rbiren gazed at Teej thoughtfully. It was sometimes hard to remember how pragmatic these Thaylens were. No morals - just what kept them alive.
Then again, who was he to be talking?

"Thaylenah must consider the fact that should the alliance lose the Contest of Champions, we will still be safe. The chances of the enemy somehow capturing our entire kingdom are unlikely at best."

Maybe? Idk whether Jo would weight the starting loyalty to positive or negative 

Oh, by the way, I am not a Parliamentarian.

Ralm looked around in the Room, as his Eyes fell on a Person he had hoped he wouldnt see again any time soon, his old apprentice Essyn. He raised his Voice "My dear friends and colleagues, I know that we need to discuss Odiums offer, but that should not keep us from discussing other points. Because we have a murderer amid our ranks, a murderer who may own an undisclosed Shardblade! My old apprentice Essyn was involved in a multitude of murders on the Reshi Great Shell of Relu-Na and stole during those Events a Shardblade"

I’ve never played a 20 player game before, but that makes me want to say with have 5-6 Elims depending on whether they actually have a conversion or not. If they do, I can see an argument for 4, but that’s seems low to me(would depend on what roles people have and whether this is a high-power or low power Distro. The rules themselves seem to lean towards high-power though, so unless the Elims have the most powerful roles, I highly doubt we have 4.

Thats said, Jo had only a few minutes to change things when Alvron signed up. I’m not sure how much he could’ve changed to balance that.

Assuming 5 Elims, and if we have 3 high-guards, that’s a(quickly pulls out a calculator) 56% chance the Elims have at least one high guard.

That’s basically a coin flip. I’m not sure whether we should assume there’s an Elim in the high guards or not.

Better safe than sorry, especially if it’s 55/45

High-guards, be careful in your doc, anything you say could be going straight to the Elim doc, and @Jo and the Bush do you make a new doc every time a high-guard dies?

if not, then future Elim’s who become high-guards will also hav that info
