The definition of wet is to be covered in water. Water cannot be covered in water, it can only be a larger group of water. Water in and of itself is not wet, but anything that touches it is.

Well if the definition of being wet is to have at least one molecule of water on something then if every molecule has other molecules touching them then all the molecules are wet. So water is wet.
