Soothing is not passive. It happens automatically if no other orders are submitted, but it still takes up the Soother's action and can be roleblocked. An elim Soother can Soothe or kill but not both.

Idk Sometimes the GM may offer it under rare circumstances provided everybody agrees but it's generally not advised as to not mess with the spirit of the game - so it's best to sit tight till the cycle ends naturally! You never know.
