Yeah, that's kind of what I was thinking with the "arms race" - the Fused developing Surges, early Surgebinders developing slowly into full Radiants, etc. If they'd jumped straight from 10 Heralds + normal soldiers to 1000 Radiants in Plate, it'd have been super one-sided. 1
