Some of the Investiture was not on Yolen but location is irrelevant. So Investiture is related to Shards even on planets where none of the Shards are inhabiting. Most of the questions on the shattering assume it happened on yolen. Dragonsteel is on Yolen, Dragonsteel is the story of the future vessels, so it is an easy jump to make.
