well not in-canon, you can always make one up though. Soulcaster certainly has human administrators, bureaucrats, security officers, accountants, that sort of thing, running the city. And gangs will have high-up members, since gangs run a lot of the non-arena areas.

that's ok, but the issue is that he CAN do something, even if he WON'T. Either a) he will never do it, for whatever reason, and never consider doing it, for any reason, in the whole RP. In which case, why give him the ability? or he will use it in a desperate situation, which since it is an almost insta-kill ability, could make things anti-climactic when he does it. And bad for the story, by extension. So why give him the ability, if it will make the story less interesting? and as Edge said, we have established in-RP at least that almost all Epic powers are less effective/not effective against other Epics, bar direct-damage ones like pyrokinesis. For instance- Lightwards can't resurrect Epics, Iconoclast can't ghoulify them, Bioterror takes longer to kill them. Its just to give each other's characters more protection, and allow us to have abilities that can do awful, OP things to hordes of vanillas while not being capable of killing off the main characters (Epics). I'd be cautious about murdering even minor Epics (note: nor saying DON'T do it) because it tends to be a big deal. Think about Newcago- Epics are the only ones with rights, and they all have a complex where vanillas even talking back to an Epic is an unforgivable subversion of the natural order. Epics getting murdered by humans? Big deal, in a city that values law and order. The gangs would mostly want to stay away from Epics, because Epics are trouble. That said, there is no reason not to keep FluffyBunny's assassination- just remember that even minor Epics are not disposable, they are a limited resource, and killing them is a BIG deal for most people. The authorities WILL be down on you for this. Which makes things interesting- what made Marco want to murder Epics, with all the risks it entails? Who is paying him? Why would a gang do such a thing? These are good narrative questions. I'd also suggest not trying to kill Showstopper, at least not yet. She is super important to Salem. I think killing Fluffy is enough to get the authorities to notice you.

What if his power works like this- he doesn't "cause pain" technically, he sends waves of pain-causing energy at enemies? In effect, it is the same thing, but the fact that it needs to travel through a medium means that it can theoretically be blocked. And if the energy is visible and travels slowly enough, even dodged. And perhaps limit the amount of pain he can cause quickly an easily, too So he can't kill someone with pain on a whim, he needs to concentrate and hold the attack for some time, while the pain increases. Therefore, he can be defeated or distracted. Also, Epic powers are, almost as a rule, less effective against other Epics, so whatever effect his powers have will be weaker on Epics. Also, is he a High Epic? He probably doesn't need to be, if so. maybe just give him toughness or something if you want him to be durable without being explicitly invincible.

Well nothing would get by her, and she could always control people by threatening to reveal whatever information she gains to Soulcaster or others. Like a blackmail network, keeping people in check on her own without needing to threaten force or rely on other Epics.

I like the idea of gangs in Salem, it would help develop the non-arena sections of the city. Minor non-character-related Calamity spoilers

If everyone has some of Preservation (and thus Harmony) inside them, would killing them weaken him? The Svrakiss/Voidspren/Fakeless Immortals seem to want to commit omnicide against Scadrial, maybe that is Odium's plan to overcome Harmony?
-
Frankly I don't like the idea of the rampages- they would get him killed/expelled from Salem. And it is pretty canon that Epics are only a minor annoyance or a whim away from rampages anyway. He can be mostly nice and a staunch rule-follower while also being arrogant, callous and prone to violent murders of vanillas (maybe secret ones, to bent his rage away from the authorities?) without having a rending every few months.

well I believe in a WOB Brandon said that Obliteration was indeed at Oregon at some point, same with Night's Sorrow. So I agree that including those two over Backbreaker is ideal.

Was Rayse supposed to be one of the 16?

I'm curious as to how Odium can even defeat or shatter other Shards when they are theoretically as powerful as he is. And how did he beat both Dominion and Devotion on Sel? -
That's true although we should probably not introduce all three into our RP- what are the odds they would all come to this one state?

I don't think she needs it. It isn't like Steelheart or Obliteration could insta-kill most High Epics on a whim they were powerful, but not absurdly so.

that could indeed be too powerful.... I wouldn't be in favour of this, as she is already pretty strong. and honestly she can kill easily enough with her blood that she doesn't need to be able to cut things like that.

Well in Wheel of Time there is this spell that can create portals called Gateways- basically rectangular holes in reality that instantly move you to another place in space if you go through them. A window in reality, sort of. The way they open is by a thin white line stretching horizontally/vertically and then widening to form the rectangle- anything that is in the way when this infinitely thin plane (and thus infinitely sharp) passes through them is cut to pieces. And building on that- there is another spell that creates what the characters have termed "deathgates". Basically the same thing, but they rotate rapidly, opening and closing as they do so. And they move. So you get a solid line of body pats and chopped-up corpses, and pieces of body randomly teleported around the world. So Voidus is suggesting that if Mary can do something similar with her portals, like make a tendril a portal and whip it through people to teleport just a slice of their body through it (leaving the rest of them behind) her tendrils can have unlimited cutting power.

Oh yeah, that's true. She could use them like that, theoretically. And in tendril form (not sure if her powers work this way) she could make a thin tendril-shaped portal and thus cut anything easily, teleporting a thin slice of it somewhere and severing either side. depends if she can make portals in any shape/size or just roughly circular ones on flat planes.

Well the Gateways in wheel of time are just holes in reality, so they are infinitely thin and thus infinitely sharp. Mary's portals are made of blood, so the edges of the portals would be however thick the edges of the blood pool is.

Isn't that third person un-omniscience? Omniscience implies a level of knowledge that the character doesn't have, I thought but your right, almost all the posts are third person.

@Edge: its only been mentioned as "a few hours" in the books. So 2-4? @Kobold: hahaha! Those were brilliant! Timeport made me cackle out loud haha XD @Cog: nice work On the subject of Night's Sorrow, someone actually had the idea that Bloody Mary could rename herself after Nighthound dies. She is certainly scary enough to become Night's Sorrow

Actually, Steelheart is set in 2023 (ten years after annexation). The RP is two years before that, so 2021.

Haha he sounds very amusing there are indeed shades of him in Nathan, and people have suggested some characters with motivators who pretend to be epics I think, but none exactly like that. He could be an amusing part-time character Or goes to Corvallis and gets trapped

The negotiations took time, with a great deal of intimidation coming from all sides, but eventually the were resolved. Three of Dragoon's Epics, at least Jag assumed that's who they were, went with them to prepare the equipment. They had received several new and improved armoured vehicles, and a jet, as well as several dozen tough looking men to replace the commandos the had lost. It was a short walk to Dragoon's warehouses, and Jag paused to admire what looked like an old-timey pirate ship of all things in the bay. Must be where the pirates came from, he thought to himself. Affinity took them inside one of the warehouses, and Jag was stunned at what he saw. Rows and rows of armoured vehicles, tanks, trucks and jeeps, from both before and after Calamity. She pointed out in turn which ones they would be getting- two Stryker APCs, a Bradley and an upgraded pre-Calamity M1 Abrams tank, equipped with gravatonic recoil stabilisers. The cannon was no different, but Dragoon assured him that the shells were the latest and most advanced variety. The jet was post-Calamity, and kept in a special shed further down the line. Sleek, black, and prickling with missles, it was a beauty. Metalmech whistled when he saw it. "Helloooo pretty lady!" He ran his hand down its chassis like it was a sports car. "Well ain't you a beaut-ay...." Affinity rolled her eyes. "I trust everything is to your satisfaction?" Jag smiled. "Yes indeed, these will all do nicely. Now, let's gather them all and greet our new soldiers!" Hawkwing pulled Jag to the side as the others left the shed. "Something wrong?" Hawk looked troubled. "Jag, I've been having second thoughts about this." Jag frowned. "About what?" "About attacking Astoria again. You know how badly we got whacked last time." "Exactly, we need revenge! I'm not about to let some poncy slontzes makes fools outta us without saying something about it." "This is serious Jag, we barely know anything about them. I'm not keen on dying over and over again trying to beat some intangible butler, a blood witch, a guy who controls water and a gang of annoying minor Epics, we can't fight them until we know their weaknesses. Remember that Epic who kept throwing trees at you? We don't have the capability to fight against these powers." Jag growled, and grabbed Hawk by the scruff of the neck. "I am in charge of the Destructors, me! And I say we are attacking Astoria and plundering it for ourselves. You will follow my orders or I will rip out your throat myself, got it!" Hawk snarled, eyes going hard. They stared at each other for what seemed like hours. Finally, Hawk relented. "Fine," he almost spat. Jag let him down. "Good. And don't forget it."

potentially- it isn't the safest thing to do although i think its just MV and Backtrack now. Adelmo probably knows both of their powersets and is confident of his chances.
