Future sight is related to Fortune, not Connection.

I can see a few possibilities:

  1. It's technically not future sight but "understanding", he's using connection connection to get in a state where he understand how he's foes act and react better than they themselves know and use that to anticipate their actions
  2. He's Voidbinding in addition to his Surgebinding
  3. The Surges are shifting from H+C to H+C+O, which incorporate the temporal effects Voids have into the Surges and Ishar is simply the first to figure out how to exploit it. (though there is that Truthwatcher form the Recreance era who apparently had future sight two thousand years before Sja started enlightening Truesprens)

That reminds me of the Well more than anything; a miniature version of Ascending to a shard for a brief time. Which I guess isn't wholly out of place if you think about how Atium is made and what it represents (a separated fraction of Ruin's investiture, much like the liquid in the Well is a separate fraction of Preservation's investiture).

Seeing the spiritual real does give future sight, but that future sight seems to vary drastically. Kaladin and Dalinar’s experiences with future sight took the form of a vision and corrupted truthwatcher futuresight seems to take the form of portraits that you look at, both drastically different from the shadows effect of atium. My point is that I think that it would be more difficult to replicate an atium-like effect than you seem to think, and it would likely require firsthand experience and experimentation with atium in order to figure out exactly how to give yourself that exact type of futuresight.

 That said, A simpler option could be to connect yourself to your opponent, giving yourself knowledge of their fighting style. However, this might go both ways.

In the end, I think this scene with Ishar just serves to illustrate the fact that heralds are basically unbeatable. They’ve fought for so long that they know how to predict their opponents’ next moves.
