Can you explain how convert affects the treasury a bit more, I'm confused.

You can pay 1 coin to change your Allegiance or 2 coins to change someone else's Allegiance. The coins for changing Allegiance go into the [ TR ] Treasure Reserve.

Someone can later use Embezzle to take all the coins from the [ TR ]. This cannot be blocked.
