I don't know that that's necessary?  You introduced a super cool boss; let people get a few hits in as long as they're creative about it.  For example, if he were suddenly stopped, the G-forces might be enough to have him black out at such a high speed!  Or maybe someone has Qhoral stuff that can have an area slow down, meaning Vespyr and your Dreadnight would still be fighting each-other at top speed, but those outside the area affect could see them fighting in slower motion.  Or maybe they start to destroy the terrain, making it too dangerous to traverse at high speeds, too ragged/shifty, with risk of falling.

Inconveniencing a superpowerful person can certainly allow a few attacks to hit.  People start to feel included in big plot plays, and you as the roleplayer get to say what really affects your villain instead of just having him get insta-taken out.  A sniper bullet might graze him, or if it has a power, freeze his leg in a block of ice temporarily.

Corwin (and potentially the others, Janice, Tamao(I'm hoping I remembered the name right), Cadenza, et al.,) raced towards the conflict, stopping at the concrete boardwalk about 100 meters from the coast.  He leaned over the metal railing excitedly.  "Woah.  That guy out there's fast!" he said, a grin across his face from ear to ear.  "I wonder if I could slip him up," he mused aloud, "given the chance."

Cruz remembered what he had emerged from his cave to do, and he looked around wildly for signs of his friends. Surely they’d be close by the Siren...? He still didn’t see Trace anywhere. Why wouldn’t she warn him of exactly what they had been looking for?

He spotted the girl who Trace had tried to murder, Janet or something. He reloaded his shotgun and stayed hidden. What was this demon doing, exactly, besides causing general chaos?

“I think we could have some backup,” Cruz whispered to... what was his name? Finn. Wait, he hadn’t even given Finn a name to know him by. “By the way, I’m Cruz,” he said, then tensed in shock as the reality of what he had just revealed himself as sunk in. “Er—a different Cruz.”

Brother Sparrow walked slowly towards the fight, drawing the pain from those around him as he did so. It was nowhere near the agony of a full battlefield, but it was still more than he'd held in a long, long time. His Veil began to unfurl into thin, nearly invisible tendrils. I know that what I am about to do is wrong. I do it with full knowledge and forethought, and I can only hope that I have the will to prevent further wrongdoing. Brother Sparrow's typical friendly smile morphed into something more akin to a rictus grin as he approached the confluence of wind and lightning.

Corwin gave Torao a frustrated sigh.  "Aren't we training to try to group up and take out the Queen of all these monsters?  And we're getting a little shy because we're facing one of 'em?  Come on, give me some ideas.  I'm not saying we need to get close, but if I can get some of my blood or sweat or something on his feet, that'd slip up that guy so Vespyr can get in some shots.  We've signed up to take on people who are stronger than us, so let's not just watch or run.  Let's think.  What can we do to help?"

Janice watched the Dreadlord's movements carefully. "Jay's powers are pretty much the same as mine. What if I could put up a shield or something for him to run into? Then you could run up and... well, bleed on him, I guess."
