Tulcam shrugged, "the way you said it made it sound like you were recruited by the theater or arena or whatever, so I thought that you would know more about it."

"No. All you need to do is have the powers. Usually you need to be trained at one of the academies, but the academies wouldn't accept me."

Tulcam looked taken aback for a moment, "no I didn't mean the uh, the academy. I meant that it doesn't sound smart to have no way to tell if someone is recognized by the government as a Duster, like a permit or license."

"Yeah that's true, but what about policing Dusters and keeping order? If you don't have a way to determine who has the proper training, then how can you properly apply the law?"

Vespyr followed the servant outside the room.  A new set of clothes was prepared, simple and clean, with the same tattered, slashed cut to it.  Vespyr accepted the new mask.  It couldn't tell the colors of any of its clothing, nor the colors of the mask.  This one was more simple than the barb-crowned mask that had been given to Vespyr over ten years ago.  There were lines of Qhoral etched into it in a pattern that Vespyr couldn't immediately make out by touch, but... it was all perfectly adequate.  Vespyr slid on the form-fitting hood, draping it over the shoulders and head, then slid the mask over the black covering.  It felt... like a huge weight had lifted off of Vespyr, as if it was no longer walking around naked.  The new robes were more solid than the weather-worn ones that had been damaged, and Vespyr was given new shoes.  The last pair had been worn away around seven years ago.  Vespyr had never needed shoes, but the warmth was unfamiliar and pleasant.

"That aren't mandatory. Besides, some sort of qualifying exam that gives you licenses makes the whole thing easier on everyone. Saves some poor sap from having to search through all of the academy records. It would also allow for independent Dusters like yourself to have a better resumé. That's how we do things in the Confederacy."

Tulcam put his hands onto his hips, a small smile escaping his lips as if he was enjoying this. "No, what you have is a mess in Myria. What we have is order in our Confederacy, and I wouldn't trade systems for a second. The only things you Myrians have going for you is your 'technological edge,' but even then we're catching up."

Tulcam let out a chuckle. "It's no secret where I'm from; if Raodea wanted to take out Myria, all we would have to do is knock down the door and the whole thing will come crashing down. No offense to you, we don't actually want that to happen, we just don't think Myria would last long in a war. I'm sure things are great and all in your nation, it's just better in mine." Tulcam sounded incredibly confident in what he was saying, almost arrogantly so.
