Hehe. Only certain cities do. The only one I know of that does this is a reaaaall small city that gets basically all it's income from potatoes lol. But Idaho is fantastic and I love it. 

I think I'm a bit late but I might be going to Dragonsteel. I don't know yet but I really hope so
