Depends on who you ask they are more guidelines than rules.

I think Frustration’s is actually somewhat closer to the truth. For example, Harry Potter is set in our world, but it would be considered mostly high fantasy since the setting is usually Hogwarts and other magical places.

but it's got no PLOT if it's all "this guy fights that guy who loses and goes to fight this other guy so he can get good enough to fight this guy again and continue on his path to greatness"
