with a wave of his hand, awakened rope flung from the surrounding guardsmen at everyone save the returned, with lifeless in close pursuit.

@Hoid Slayer now would be a good time to give me a rundown of what you envisioned the crimson hand to be, beyond a New Hallandren-based gang. This can either be done through the chat thread, here via quotes, or via DMs, whichever you prefer. If I’m going to be RPing the guards, and the guards presumably know about the crimson hand, I should have at least some knowledge of how they do.

Lux stands still terrified, not resisting, but also not quite complying either.

Fractal, Lux asked frantically, Where is the nearest alleyway? While slipping his sight into the cognitive realm, he took a quick look around.

Got it, thanks! Lux thought, immediately bolting for the alleyway. He narrowly dodged the rope, and sprinted straight for the alley.

I'm open for it being a different one, and for the guards trying to stop me but it would give a cool character interaction if Lux succeeded.

Cayansa, New Hallandren, Crater 

"Radiants, dismiss your shards and get on the ground!" the guards shouted, spreading out to encircle the crater. Their weapons glinted with a strange silverish metal, and most of them were the same as Starseeker, in that the air around them seemed heavy with light. Cayansa raised their hands up, awkwardly holding the healing fabrial in one. 

Well, you did hope for a guard, Reyx noted, ducking back into Cayansa's hair so they were a little less conspicuous.

Cayansa frowned.They seem more concerned with the Radiants than the rubble, though... 

"I am Starseeker the Adventurous," Starseeker said, holding out his hands in a posture not dissimilar to some of the less pleasant brightlords back home. Still, his violet robes had a little dust on them from his Soulcasting of the rubble.

Kai drifted down, plate swirling back into windspren around him. Skye had vanished again. 

"Are these people yours?" a gruff guard called, eyeing the group warily. "And what happened here?"

Yup, Cayansa thought with a melancholy amusement, Definitely got his priorities straight.

The Fused had left at some point, and Lux was staring at his Cryptic as if talking.

"If they were a notorious group, why didn't you-" Cayansa cut off their complaint with a yell as ropes shot from the guards' hands and began spiralling towards them. "Hey!" What were these people?

Cayansa stumbled backwards, rope catching around their ankles and binding them securely together. Lux had ducked away, and Starseeker didn't seem to have been targeted.

"What are you doing?" Starseeker said, alarmed. He'd felt Lux run, and no doubt the guards, with their BioChroma, would too. He hadn't seen much Awakening back on Nalthis, but he knew enough to identify what the guards were doing. "They did nothing wrong!"

"Their Shardblades is," Crimson whispered in his ear. "They gave them to Lifeless. Strange." Starseeker nodded. It was strange - why not give trained guards the Shardblades?

Cecillia, Mistwarrens, Alleyways

"You don’t actually plan on using that, do you?" she asks, her eyes flickering down to your tightening grip on the sword's hilt.

She reaches into her purse and retrieves a small, smooth-sided metal cube. As she speaks the passphrase into it, her other hand instinctively brushes the cold metal spike at the base of her neck. Closing her eyes for a split second, she taps her chromium metalmind, feeling the familiar, golden warmth of Fortune flooding her system.

Suddenly, a heavy wooden shutter above bangs open, and she uses this distraction to begin running.

The guards quickly gave chase, with three guards heading to catch up with the fleeing criminal. It was often foolish to run from the New Hallandren guards, as they knew of all of the countless shortcuts and hidden passageways that the district held. One could certainly try to evade them, but the chase wouldn’t last long.

the rope wound its way up the criminal’s body, wrapping tightly around their torso. The rope was uncomfortably tight, making it difficult to breathe. The two lifeless hoisted the criminal up, acting as their escort.

the head guard turned to look at the returned with a bemused expression. “You new here? Our policy is to detain everybody found at the crime scene and take them in for questioning.”

His smile broke into a condescending grin. “Technically, the new rules even apply to returned, but I still hold respect for the gods. However, it would be much appreciated if you came with us to be questioned.”

Perses, New Hallandren, a few blocks from the crater

Perses walked at a brisk pace toward the Alleyway, using his lifesense to avoid being seen. A few steps from the Alleyway, he noticed four figures closing in on his location. Well, Perses thought, might as well see what this is about. 
 

As the figures approached, he found that it was actually one of the radiants from the crater being pursued by a group of New Hallandren guards. Upon spotting Perses, the guards stumbled, eyes widening. Before the guards could make up their mind on whether to pursue him or the radiant, Perses grinned and stepped through the Alleyway, disappearing from sight.

Cayansa struggled as the rope bound their arms to their chest, more from a primal fear of capture than any particular feature of the guards. It dug into their chest, restricting their ability to breathe. A defense against Radiants, perhaps? 

The two guards lifted them up with the grace and eloquence of tired chulls. Their faces held no emotion - in fact, it was as though their faces held nothing at all, empty cups where others brimmed with life.

"Hey," Cayansa coughed to one of them, "Why are you targeting us? There are still people under the rubble! Can't you help them?"

The head guard answered their question, even though he was talking to Starseeker instead. "Our policy is to detain everybody found at the crime scene and take them in for questioning.”

That seems rational, Reyx noted.

Really? Now, of all times? Cayansa argued. Shouldn't they-

Well, they're guards, not Radiants. Their job is probably to deal with crime, not explosions.

This explosion IS a crime! So why are they abandoning the aftermath?

 

The head guard - an ironic name, Cayansa thought, as guards were supposed to guard people (And what are Radiants supposed to do? Glow?) was talking to Starseeker, an unpleasant sneer on his face. "...but I still hold respect for the gods. However, it would be much appreciated if you came with us to be questioned.”

Gods? Cayansa craned their neck to get a better look at Starseeker. "What are you?" they managed to ask.

Jerrin, New Hallandren, Crater

This certainly was not going well. Jerrin glanced around quickly, considering his options. He had no intention of being captured by the guard force. He could just make a dash for it, but he wasn't sure he could get out fast enough. His steelminds were already emptier than he felt comfortable with.

"What?" Jerrin asked, startled by the spren's sudden appearance. He glanced in the direction Skye had pointed. "'Husked-One'? Isn't that Transportation? I don't--"

Just then, Awakened ropes went flying everywhere. Rusting--!

Without waiting to finish that thought, Jerrin tapped speed and bolted off in the direction Skye had indicated. There was no more time for standing still.

As he broke away from the crowd, a rope coiled around his arm and he jerked to a halt. He spun to see a pair of guards rushing towards him, one holding on to the other end of the rope. Jerrin gritted his teeth. This was not a fight he wanted to take.

With another burst of speed, Jerrin ran a tight circle around one of the guards, binding his arms with his own rope, then cutting it from his own wrist with a quick flick of a glass dagger. He narrowly dodged an attack from the second guard, his electrum giving him just enough time to react, then sped off again, leaving the two guards behind.

Jerrin turned a corner coming face to face with another group of guards. One of the Radiants from the crater was also there, but there was no sign of his target.

"Hey!" Kai summoned his plate and ripped the rope apart and dropped the plate again. "I'll go with you, but not bound like a criminal." He glared across at all the guards, most of whom, being Nalthians, were shorter than him. "And besides, other than being a police officer myself, I also outrank him." he gestured at Starseeker, "So I have just as much right to walk free as him, whether or not he's returned."

the lifeless dragged the prisoner to stand near the head guard, awaiting further orders. A group of five guards went into the rubble, moving to free those caught within and detain them for questioning.

The guards turned to their chief, awaiting orders. He sighed and approached the radiant, reaching out to shake his hand. His demeanor wasn't calm, but it appeared to be intentionally friendlier. With his sleeves rolled up, the scars across his arms were in full view. Hundreds of small cuts lined his arms, looking as if they were made from repeatedly reaching into small, sharp crevices.

Starseeker's jaw dropped, but he didn't argue. He considered trying to Soulcasting them all to stone, but he wasn't skilled enough to do that yet.

With his sleeves rolled up, the scars across his arms were in full view. Hundreds of small cuts lined his arms, looking as if they were made from repeatedly reaching into small, sharp crevices.

Starseeker watched the Head Guard wearily. He had almost as much BioChroma as Starseeker himself, and could use it to Awaken at any time.

Fire growls "Not yet she isn't!"

He inhales sharply, sucking in Stormlight from the gemstones he's carrying, and bursts alight. He sheathes his weapons and after they turn a corner, he jumps, and lashes himself to forward. Only once, so that he would be able to change directions quickly, he hoped.

Perses, New Hallandren, a few blocks from the crater

Perses walked at a brisk pace toward the Alleyway, using his lifesense to avoid being seen. A few steps from the Alleyway, he noticed four figures closing in on his location. Well, Perses thought, might as well see what this is about. 
 

As the figures approached, he found that it was actually one of the radiants from the crater being pursued by a group of New Hallandren guards. Upon spotting Perses, the guards stumbled, eyes widening. Before the guards could make up their mind on whether to pursue him or the radiant, Perses grinned and stepped through the Alleyway, disappearing from sight.

Starseeker, New Hallandren, Crater

Starseeker jumped when Lux seemed to disappear as far as his Life Sense went. The only time Starseeker had felt such things was when he was transitioning between Realms.

Had Lux entered the Cognitive? He'd seen him Soulcast, so he might be an Elsecaller too.

He decided not to dwell on it too much.

If you want to either sidestep that by having me come up with a reason for Belias *not* to do that, or just avoid it entirely by not having your Soren follow, both of those can be a valid option. 
 

alternatively, if you want your plot to go in a completely different direction, you do have an opportunity to have that happen. But of course, I’m not going to do anything to your character, and by extension your spren, without you having a say in it. While I try to have this happen in character, this particular thing is pretty difficult to do in character.

Well, they're guards, not Radiants. Their job is probably to deal with crime, not explosions.

This explosion IS a crime! So why are they abandoning the aftermath?

 

The head guard - an ironic name, Cayansa thought, as guards were supposed to guard people (And what are Radiants supposed to do? Glow?) was talking to Starseeker, an unpleasant sneer on his face. "...but I still hold respect for the gods. However, it would be much appreciated if you came with us to be questioned.”

Gods? Cayansa craned their neck to get a better look at Starseeker. "What are you?" they managed to ask.

While chromium is being burned, the Coppermind states that shardblades can’t be summoned. I think this was in reference to a dead shardblade, but I suspect the same would hold for living blades. I also suspect that while in contact with a leecher, you wouldn’t be able to summon plate either. However, if you manage to break free, the plate would prevent further contact.

Well, I would have said that Fractal would have followed Lux, I could definitely do something of either one of the 2 options:

1. The portal closed before he could follow through

2. Fractal didn't quite trust Perses, and was suspicious of a stranger jumping into a portal, and opted hiding rather than following the stranger.

I think I like option 2 more, because it stays more in-character (which I think is very important, and random justification would rather be avoided)

Lets go with number 2.

The guards still seemed to have the emotional capacity of a dun sphere, but some of them did head over to the rubble. With a few muttered words, entire boulders were rolling free, as if Lashed by a Windrunner, perhaps?

No, Reyx thought, None of them have a spren bond, and especially not a Windrunner one.

Kai summoned his plate, the ropes around him dropping into tatters. "Hey! I'll go with you, but not bound like a criminal."

Uh... should we also be trying to escape? Reyx asked, glittering rapidly. They don't seem the friendliest, and everyone else has already...

I don't know. If a fight breaks out, I won't be of much use whether I'm arrested or not. But I'll prepare something. No one had ever actually taken the healing fabrial from them, so now they used one of the unblunted metal edges to start to saw through the ropes. The guards holding them up didn't notice - did they notice anything? - and everyone else seemed engaged in conversation. Scadrial? Still not a name they recognised.

"The name is Midas," the head guard said, grabbing Kai's hand in a strong grip. "And the Pits gave me a new life."

Cayansa! He's doing something! CAYANSA!

The glow of Stormlight swirled up from Kai's body, spinning towards Midas as though caught in a tiny highstorm of its own. "What are you doing?" Starseeker demanded.

Okay. Probably untrustworthy. Noted. Cayansa tugged at the rope and one of the layers fell away, the others frayed nearly to breaking point. Reyx, see if there's somewhere the guards might have overlooked nearby.

Kai tightened his grip, squeezing Midas' hand till his knuckles were white. "While I have no need of Light right now, it is generally polite to warn someone before leaching them, no?" He made no attempt to flee or escape in any way, nor did he draw in anymore stormlight.

Midas, still holding on tightly, grabbed a small rope from his pocket and spoke. "keep me and the radiant in contact." Breath flowed from Midas into the rope, and the rope sprung to life, twisting around his arm and binding his hand to the radiant's arm. He spoke to the radiant. "If you wish to act like a child, you shall be treated like one. And be lucky I won't be adding resisting arrest to your charges." Midas maintained a burn on his chromium, keeping the radiant from summoning their blade and plate.

Perses, The Alleys, Belias' Domain

Perses entered the Alleyway, and emerged to an absence of senses. Within Belias' domain, Perses could not feel any temperature, no matter how hard he tried. There was still air, but no sign of circulation or wind. The only scents Perses could detect were his own. His footsteps felt muffled, the soundwaves traveling into nothingness. In truth, he hated it here.

Suddenly, a figure emerged from the Alleyway he had arrived through. From their outline, the only thing in this place that his steelsense could detect, it looked to be the same person that the guards were chasing.

"I see you have brought a friend." Belias boomed, voice coming from all directions, reverberating off walls Perses couldn't detect. As always, his voice sounded emotionless, sounding as if the words simply appeared, with no mouth or vocal chords to guide it. 

Perses stared at the newcomer, as much as he could stare, dumbfounded. No one had ever dared to follow him into Belias' domain. No one was that stupid. "I rusting didn't invite them!" Perses managed to utter. "Who the hell are you?"

Given Perses can't see, I have never needed to describe what Belias' domain looked like. For someone with eyes, the area would look sort of like a liminal space, with a flat plane extending to what feels like forever. There are no discernible walls or ceiling, with a fine red haze coloring the air. The place doesn't feel dark, but there doesn't seem to be any light sources around. While in his domain, you don't have a shadow.

The ground is a textureless crimson, darker than the air, but made of an undiscernable material. It feels solid, though.

Through the haze, which doesn't have any weight like it would if you were in a fog, with some effort you can see dimly glowing rectangular doorways, a physical manifestation of the Alleyways, much more visible on this side than in the physical realm. These are the only real indication that you are actually moving through space, as there are no other visual cues. It is impossible to see how large the area is, but there is no end in sight, either obscured by the haze or simply nonexistent. The whole place brightens a bit every time Belias speaks, as if the physical properties of the air and ground are linked to his speech. If you were to stay here for long enough, you would likely develop a headache, as your eyes are constantly trying to focus on surroundings that don't exist.
