I don't think that there's a lot that we can infer about Shallan's oaths based on what we know about other radiants. For example she could cause Pattern to materialize as a shardblade before she's sworn the appropriate oath.

She had sworn two truths before then, which is consistent with being Third Ideal at the time.

I'm pretty sure every time Shallan summoned her Shardblade in WoR that was Testament. Only in OB did she summon Pattern after saying that she killed her mom and dad (3rd and 2nd Truth with Pattern).
