F-zinc doesn't increase your physical speed. It allows you to think faster - that's it. A-electrum allows you to see a few seconds into the future. It wouldn't really be a reaction, rather you would simply move out of the way before a bullet is fired.

I think of the mental speed actually turning you into... Let's say you sped up your body, and you wanted to figure out some really complex equations.

One I think would be particularly powerful is a steel compounder infinite speed pretty much allowing ultimate assassin to show and then with steel pushing allowing to practically fly...it would be unstoppable

Unfortunately that's not how it works. Firstly, it's not really infinite. Secondly, Feruchemical speed doesn't affect Allomantic pushes and pulls, because Feruchemy stores physical speed - the speed of your muscle movement - not how fast you fly, which is what Allomancy does. You don't move a muscle while using Allomancy. 

But tapping speed increases your metabolism and that increases the rate of your burning, giving you more power - so your Steelpushes would be stronger.

Would tapping Feruchemical speed cause you to burn metals faster as your whole body speeds up?

Yeah. I think it probably would. I don't know if we've gotten to that interaction yet, but it probably would. Good question. If it's speeding up... Yeah, I think it would. Good question. If you're in a speed bubble and doing it, it's totally going to do it, and there's some analogies there.
