Yeah I think all these things factor into it. Possibly also has to do with automatic spam detection filters if they have something of that sort. Like it will send them a notif if someone has posted like 3+ times in a row so they can check for spam and to avoid a lot of false positives they say to keep it all in one.

It also helps keep global post count down which probably helps with server management and lowering costs as you are not trying to store twice as much data that could have been contained to one post which, when taken on the scale of the entire Shard, could balloon quite quickly.
