Possible, and there are way more shards than worlds Brandon has planned out. However, Dominion did not try to control the Cosmere, nor has(it appears) Valor tried to fight other shards. Justice could have a vessel unconcerned with the outside world, perhapse thinking it Just to give each shard their own domain and not interfere, some took actual Oath at the Shattering.

It's fine That is a vallid interpretation, and one I would have pre RoW agreed with, now I'm begining to think it's more simmilar to the Thrill, the emotions ascociated with contest and fighting.
