Sure. However he must know he can't keep it a secret forever. Eventually silverlight or Hoid will crack it even if no one else does. This will imperil his monopoly so a long term economic campaign is probably not what he is looking for unless he has a very good reason to suspect his method cannot be replicated.

For example Mraize clearly did not know about Shallan's photographic memory. Why train formless at all? But why do the GB care? They are an organization who has a devoted and well organized following. The plan they are implementing probably will take decades to come to fruition(it really already has). Many of the people working on it will not survive to see it happen. What is it that makes them so intent on getting this to work.

It is also easy to obtain in large quantities. However I am not sure what they want to use it for.
