I know a lot of people think this but other then Kaladin I don't see this applying to any windrunners that we know of. Also we know that to at least one third ideal windrunner this oath means not helping people(per the gem archive). -
shift·less adjective: shiftless (of a person or action) characterized by laziness, indolence, and a lack of ambition. Well we also don't know why Nale would avoid them. We see one killed in Dalinar's visions so they are clearly not immortal or unkillable.

You are moving someone toward their spiritual ideal. You can't age them like that unless they think of themselves as older.

Lift is dealing with a rather unusual storm. It is not unusual for a for parts of a building to break during a storm(remember King Taravangian's granddaughter) so giving everyone an assigned station is generally just a good idea. A crises during a storm with people moving around in panic would be even worse.

The pinnacle is probably be oriented the wrong way. Remember, highstroms always come from the same direction so there is no reason to brace them from the other side. An underground bunker might make more sense under the circumstances.

They also have stormshelters for the homeless, migrant workers, and travelers. Additionally more wealthy people who can afford it might build extra safe buildings for themselves and their families.
