I love living in a democracy but read about democracy in fiction can get boring fast. It would be much more interesting if we had multiple different forms of government across the cosmere. aditionally trying to force a democracy on a people who did not choose a democracy almost always backfires weather it be the wiemar Republic or Afghanistan Democracy can not be implemented from the top down. additionally the tower is supposed to be the base of the orders so shouldn’t the orders decide how it should be ruled?
