Well, actually mob rule is by definition not a government, but that doesn't matter. Everyone got their say. I mean, it took years to decide anything as somebody had to go around to everyone, and there were no laws becuase that would be a governing body, but everyone got equal say. Unless they were too powerful, and then every overthrew them becuase they thought they were tyrants. And no mob rule government ever lasted longer than two years, but it was a genius system. No rebellions. Except their were. A lot. They just weren't stopped and hundreds more people died. But everyone got equal say. Unless they were slaves, or dead.
