Further light reveals it's a shard of something, seemingly made of the same dark swirling smoke that surrounds them.

If they touch it, they notice that their hand almost sinks into it a little, even though it looks semi-solid. It appears like a shard of wood, in terms of physical shape.

From what I can gather, Chips had a Pm with you and Ancient Elantrian involving a plan for what to do for his TLT plotline that others were not included in. Rebus opened the doors to the final challenge, which I believe was the cue for you to initiate the plan. Nothing else has happened regarding that plotline since. If there were any skeletons involved in that plan, they are not the same as the skeleton that Wrath made just now.
