That was surely what I had in mind when creating the Hall of the Surges. A guild that does not simply exist because of it's interaction with other guilds, but can be self-sufficient, just like the DA is, and just like I hope TUBA will be.

On the other hand, the Ghostbloods' purpose is assassinating members from other guilds, so they're not truly self-sufficient.

The system that's being used is basically the same as your second spoiler, but without the restriction of three actions per turn. There are many mediators, and Mac is no longer one. You can probably just link to the alleyverse moderators thread you made, where you can have a list. Also, I have a request. We need an official word for denizens of the alleyverse. maybe alleymites?
