I don't doubt that he'll unite all the shards, but he will not then be Unity, he will be some variation on the name Adonalsium and will not required to have a specific intent. As Adonalsium can be broken down to mean roughly God of the Afterlife (breaking down from Adonai and Elysium), when the shards are reunited, cognitive shadows will be the first in the cosmere to feel the effect. 1
