Is that the tower and the crown on the back of his jacket?

Is his hair white or blonde?

The book might be Oathbringer. Any alternatives?

Is he standing on one of Urithiru's oathgates?

 

It may be tempting to associate this with the top of Urithiru and the duell of champions, but I think the gems on poles don't fit that and the platform is way too small.

According to Brandon’s website, it’s actually the Way of Kings. It’s supposed to look like the real-world WoK leatherbound as a sort of easter egg.

Way too small. It looks like the top of Urithiru itself.

The Oathgate platform is even bigger, capable of fitting an entire army on it, monastery or gardens. This is tiny. It's just artistic liberty.

Yes, it is Dalinar, it is the top of Urithiru, it is the Way of Kings, it is the Everstorm.

Theory time - we know the whole tower is a fabrial, and those gems on the top of the tower are part of that. Navani discovers some way to use the tower as a Choeden Kal-like power amplification fabrial for the showdown, perhaps a reversal of the towers existing suppression capabilities.
