Not counting any of the Shards, Hoid, or Frost. Which character in the Cosmere do you think has the biggest impact on the Cosmere as a whole. 

My personal pick would be Vasher. While technically his wife was the one who created Nightblood, she's a posthumous character and Vasher was still involved. Additionally he was an important influence on Kaladin and Adolin.

Depends on whether you count Aethers.

Khriss's random intervention had a lot to do with keeping Kelsier around long enough to become so Influential, so by that measure she's more influential than him since she gets partial credit for all the ripples he causes.

Kelsier if he qualifies ... he briefly held a Shard, but mostly just as an interim custodian ... his most notable activities - setting up the skaa rebellion and Survivorism to overthrow the Final Empire, saving South Scadrial from freezing & giving them medallions, creating the Bands (apparently), and founding the Ghostbloods (I guess) - were done as a mortal or cognitive shadow.

If he's disqualified by briefly holding a Shard, then Hoid.

But that's so far (as of RoW/BoM).

Khriss is more of a scholar than a meddler, but if stuff she discovers or invents ends up being critical to the Cosmere's future...

Similarly Vasher could end up being more critical depending on how the Roshar/Nalthis connections turn out, etc.

It's hard to quantify some of these things. Whoops, read again and pulled Sazed out of my list.

Ishar might count. We don't know the half of what's really happened, but he formed the Knights Radiant, probably helped wreck Ashyn, founded the Oathpact which kept Odium bound for millennia, came up with leaving Taln in Braize, and who knows what he's experimenting with now. Just because he's been stuck in the Rosharan system doesn't mean he doesn't have an impact on the rest of the Cosmere. Just knowing that the kind of stuff that Ishar has done and can do is possible seriously expanded my view on what can be done with the magic systems.

Realistically, probably Khriss or Kelsier. Ishar also makes sense. If we're not discounting shards, then I'd say Odium. Dalinar also has a high possibility, especially if he loses the Contest of Champions. Honestly, there are a lot of hypotheticals that could lead to certain characters being really influential, like Jasnah (since she's close to Hoid and really smart) or Navani (since she's also really smart and science-y) I also really of like the idea of Renarin or Rlain being really influental, them being immune to future-sight and having future-sight themselves. 

There's my ramble.

At this point I'd say Kelsier or the Ire due to the fact their organisations span the Cosmere.

Until we become more familiar with characters from silverlight this is my choice.

I'll break it down by planet.

Maybe Raoden? It's been 1000ish years since Elantris and a lot could have happened in that time. Need more info. Need another book from Sel...

Kelsier doesn't count since he was a Shard for a bit. Vin and Saze are both out too for the same reason. I guess that makes Marsh the most influential Scadrian. Pretty sure Wax is working his way up the list though. An argument for Rashek could be made, but I feel that using the Well counts as being a Shard.

Ishar seems like a pretty big deal, but its pretty much all Roshar related. Dalinar will be one of the most important characters in the Cosmere before his arc is over. Especially if he ends up having to work for Todium.

Vasher brought Nightblood to Roshar, and that has turned out to be a pretty big deal. Actually now that I think about it, Nightblood is the most influential Nalthian (do sentient pieces of Investiture count?).

Khriss and Naz are the only worldhoppers I've seen on page from their respective worlds, so they win by default for Taldain and Threnody.

Kelsier (he kind of held a Shard so he may not qualify.)

Launched the plan to overthrow the Lord Ruler which succeeded. Picked up Preservation to prevent it from being splintered by Ruin. Saving a Shard is a pretty big deal. Saved the people of the Southern Hemisphere with the medallions. Created at least 2 religions (where he is worshiped as a god of course). Formed a worldhopping secret society in the Ghostbloods. Worked with Gavilar when he was trying to bring about a new Desolation. 

Khriss

Depends how many people are reading her research. If it's like most academic publications it is only being read by other academics. She seems to act more as an observer than active participant in events when she is worldhopping. In MB:SH she and Nazh are like "Ruin's breaking loose, we're out of here!".

Nightblood

Achievement for most kills and most significant kills done by a non-Shard. Probably can't take the top spot because he needs others to wield him.
