You are wrong about direct booms from odium. Odium is bound. Is regal let's get their powers by bonding with a void Spren not Odium. Odium specifically says that even if he wanted to he could not stop the void Spren and fused. All Spren have some natural shape changing abilities That's not a magic system anymore then me being able to walk is a magic system. However only void Sprint are shown to alter someone's Passions. Considering Is that high Spren are able to surge bind, We can therefore conclude that void spren should be able to void bind.

If there is some sort of disaster the tower could serve as a sort of ark. It has portals to all of the countries of the coalition and is not dependent on stormlight (Should some thing happen to the high storm) and the enemies powers wont work there and its completely self substantiating. And could easily see a scenario were thr rest of roshar is concurred or destroyed so the coalition evacuated to the tower.
