Resurrection stone would, being a ghost or inferi would, but as a ghost he could still stick around and dole out advice, plus then he'd be completely immortal so if it was a duel situation it's just be an infinite standoff since he could neither attack or die
I should point out that Dumbledore would after the end of the Harry Potter novels also be dead, and also has access to methods to allow him to return to life, either through a resurrection stone, as a ghost, or I suppose as an Inferi, and as such is also technically immortal, an aspect which I think is often overlooked in this debate.

It's supposed to be quite difficult on Sel, most theories for Scadrial involve one of the god metals being involved, no idea of how it could work on Nalthis except potentially the flowers being involved.

I don't think Kels going to be resurrected, he's a bit too reckless to be able to really have a role in future books outside of just being a disembodied adviser, that said I do definitely think he's going to impact future Mistborn characters.
It could just result in the spiritweb of the corresponding location in the physical realm but I'm pretty sure there'd be some more interesting effects than that, although potentially it all depends on what you expect to happen, after all that's what the cognitive realm is all about. Potentially though I'd see them having a much higher affinity for seeing the cognitive realm than normal, possibly we'd get something similar to Lift where they could physically interact with cognitive entities like Spren.
I'm pretty sure we have WoB on Kandra being on other Shardworlds somewhere already. As for who I'd like to see I'd have to go with Shai, someone who could team up with Shallan who's story arc I find most interesting at the moment.
