And I think Winter was talking about David not recognizing Firefight or Prof as Epics as a note on the Epic radiation thing, the Dowser was explained in books as Firefight using illusions and Prof programming it to ignore him.

Given that the Dowsers worked at a distance I'm almost certain that they're some kind of Epic-derived tech, also considering their rarity, if someone like Steelheart can't even get one it just seems a bit unlikely. Given what we know about Epics I'm sure you could use DNA testing to discover them but it'd need blood samples a lab and a fair bit of time.

He'd have to have had a real Dowser before though and from Steelheart it seems they're pretty rare, I doubt the Dalles could have afforded them.

From Questions 2 a quick search reveals: And it was indeed Twi who started the glorious trend. Scribblers parents were unattended all night I suppose, though that would rapidly escalate her up the Epic-hating scale to an 11/10 and she'd probably start tagging every Epic she could even before asking Vondra about it. She might even just start murdering them all. I have an Epic who can become fictional characters and gain their abilities (As long as they're not supernatural), an Epic who becomes the person who killed them but not an Epic who gains traits from the person who killed them. (At least, none that I can find) So congratulations on coming up with a new power (If only forum badges were still around... *hint hint*)
