I’m sorry, but that’s not what the quote means. What Moash is saying is the same as someone being sorry they were caught doing something wrong, not sorry they did something wrong in the first place. If he was truly sorry, he’d be able to say it. And he’d try to do something, anything to make up for it. 
 

And while Sanderson doesn’t force feed character development, he does show when characters are conflicted. When Kaladin considers assassinating Sadeas and Amaram in WoR, it shows him specifically thinking that something doesn’t sit right with that. And again, in RoW, Kaladin struggles with his father’s logic about passivity. Moash is not showing this conflict; he’s acknowledging that he doesn’t regret his actions.

It literally says he's not sorry for what he did.
