Ciera stepped out of a gateway, looking a bit windswept. Cakuin followed behind. 

"It's entirely possible that a former Ghostblood team is attacking your 'church'. However, we have identified the attackers as rouges. They are attacking of their own provocation."

Ciera snapped her fingers, and a second gateway appeared directly across from the first.

"I'll check it out" she said 

The two gateways slammed together and disappeared, along with Ciera and her companion.

Another DA scientist walked into the room. Tipping his bowler hat at the gathered officials he turned to address the robes figure.

"The DA is helping you by removing the rouges, we have sent in agents and hopefully this conflict will be dealt with soon."

"I have sent messengers to Walker that his target is there. He will arrive shortly, by air drop, so that he doesn't lose his speed," Doomhorn said. Thel ran out the door to join in.

One of the DA acolytes walked forward, putting a small spike in their hand to increase their vocal volume. They walked towards the Ghostblood's representatives. "It seems that the Precursors have already sent help," they loudly spoke towards everyone in the room. "When are the Ghostbloods going to send help? After all, they've already confirmed that this is a rogue faction, so they should clearly already be sending people to protect a guild that is part of the government." They paused.
"Or," they continued, addressing the rest of the room, "are they not sending help because this is their own plan? After all, there are enough people attacking there to threaten a Great Guild, so this would mean the amount of soldiers involved would require a power on the level of a Great Guild doing this."

The R&D Denizens conversed quietly with one another. Then turned into the nearest shadow and disappeared. There were materials to be harvested.

The one with four arms remained and he addressed the assembly. 

“I am no delegate, but I can offer a solution if the involved guilds should desire. It would be effective, though some of you may think it drastic. But it would nullify the threat, that is for certain.”

He smiled, “There would be a small fee, nothing unreasonable. All you have to do is ask.”

"To clarify, Thel went to capture the Jackal, not to hunt down this faction. Also, I would think that more people with Ghostblood insignias running around in the church would only cause more discord," Doomhorn said, before turning to the DA representatives, "We have the situation under control, thank you very much,"

The acolyte snapped his fingers, and a number of other acolytes distributed pictures among the delegates. "Really?" He asked. "From the pictures we've received, it seems like this 'rogue' faction is engaging the the wholesale slaughter of civilians, including children, and the DA seems to be the only group that's currently trying to aid the Church. I'm not sure if I'd call that as having the situation under control."

"Trust me," Ciera said, stepping through the doors "we aren't gonna blatently show off our tattoos. The precursors can deal with the Jackal and his scum. Security forces are being disbatched to the church as we speak. They will neutralize the rouge threat."

"Also, TUBA supprot has been sent ot get people out. Former Sentinel Elites are escorting people." Doomhorn said, "Also, it appears that only the Jackal came."

The acolyte walked up to Ciera. "In that case," they started, "could you please explain why a single rogue faction of your organization has enough military strength that it requires the strength of two Great Guilds and the DA to deal with them? To me, this gives the idea that you people have either been building up your forces to way into excess of what the other Great Guild have, and what the Oasis Agreement allows for, or that this wasn't a rogue faction at all, and perhaps either an intentional attack, or one of your leaders going rogue and taking most of your army with them." They stepped back, and addressed the rest of the council. "I'm sure this council would very much want to hear the answer to this, as well as your evidence for why this was a rogue faction. After all, if there's already one Great Guild being attacked, what's to prevent an attack on another one?"

"I have no clue which article of the Accords that you've been reading. I would also like ask why there are so many DA people here. Note that your group refused to accept the Accords and therefore remains outside of the government. I understand that you can make suggestions, but please refrian from occupying the floor. Secondly, I have no clue why the attackers decided to move against the church. Somehow, that idiot managed to drag a sizable portion of elites with him on his attack. And no, I don't know how."

Her phone rang and she answered. Her face turned pale after litening for a second.

"Um. I gotta go." 

Ciera dashed out of the building and through a gateway.

A man in the upper corners of the room shouted "THAT IS BLATANT USE OF HEMALURGY INSIDE A CITY OWNED BUILDING!!!!!!!   OFFICERS ARREST THIS MAN!!!!!!!  REEEEEEEEEEEEEE!!!!!"

I'm talking about the guild reforms agreements there, but I needed a way to do it without meta-gaming.

The Acolyte smiled a Ciera. "Of course. On the other hand, I'm not sure that a group that, until providing proper evidence, is considered responsible for unprovoked attacks on council guilds as well as mass committing of war crimes is really in a position to argue about the status of the DA, especially after we were the first to provide aid, while all your guild has been doing is offer vague assurances that you were not behind this, while refusing to discuss the implications of what has happened if you weren't, such as the fact that you have an army large enough that a small splinter group can rival the Great Guilds." They smiled. "Besides, if anyone else wants to comment of this they are welcome to do so, but so far I haven't heard anyone interrupt me."

The Acolyte watched Ciera leave, and turned to the other representative of the Ghostbloods. "Well, since she left in somewhat of a hurry, possibly because she figured she was losing the debate," they said, "do you have anything to say about this?"

A number of DA lawyers appeared nearby, each of them held a briefcase in one hand and a long, silvery spike in the other. They stared upwards towards the man in the upper corners.

"Which officers? None have been appointed yet. Also your premise is flawed twice-over. Firstly, that bill has yet to be officially passed and so no law currently prohibits the usage of Hemalurgy in this building. And secondly..."

He gestured with a flourish to one of the other lawyers, a short, somewhat balding man, who reached into his briefcase and pulled out an official-looking document.

"If it does pass, we'll have something that we need to present to the officials here."

The lawyers all sat down in a row, politely yielding the floor to anyone else who wanted to speak. Though one of the somewhat younger members among them did get a sly grin on his face and begin spiking himself at random, as though just to emphasize the fact that he could.

The old lady laughed, speaking to the DA. "If this rogue faction is able to do all this, it's not the Ghostbloods fault. It's your incompetence."

One of the nearby acolytes grinned back at the old lady.

"Oh we've been trying to dial it back for a while now. But did you want a show of our 'compentence'?" A spike slid into his free hand, the point glinting menacingly.

One of the nearby DA lawyers smacked the acolyte over the back of his head with a briefcase as he stood up.

"The words of this acolyte do not constitute a threat and are not representative of the organization commonly known as the Dark Alley. The Dark Alley takes no responsibility for his words or any actions which may arise because of them. Usual disclaimers apply, please see one of our branch offices for full details. Hearing this statement may constitute your willingness to forfeit your soul in some dimensions..."

He continued for several minutes, outlining the full minutiae of his points.

Her face went cold as ice, resembling a stone mask. "Hmm... way to prove what a nice guild you are." She chuckled slightly, breaking the mask, sitting down.

“No,” Wes said absently, then realised he was the only Ghostblood representative left. Well, he’d better represent them well, then.

Sitting up straighter he cracked his knuckles and rolled up his sleeves, a Ghostblood tatoo now able to be seen on his right bicep.

“The Ghostbloods call for efficiency. If possible, I would like a summarised version of what exactly I’m supposed to be voting on. Minus any bias, of course.” Professional. He could pull off professional. Though those DA lawyers made his professional face look childish...
