Five more Denizens emerged from the darker corners of the room. Their lab coats were varying degrees of ragged, and some were sporting featureless masks with a single spike through the center. They held a variety of spikes in their hands, or in one case, claws. They were unmistakably from the R&D Department. 

"We were passing through the local shadows and sensed that some spiking might be happening."

One raised its head and sniffed the air.

"With our department head missing for the last few years, we've been a little, unorganized. " The lead Denizen continued. He had 4 arms, and they appeared to be mostly made out of flesh. "So, is it just the one subject or are there more," he licked his lips "volunteers?"

The Denizen looked up from where he was threading the spike through the mans cheek. "Uh right now we have just one. If you want to get someone go ahead, but I would suggest making sure that they are actually volunteers because we don't have proper restrainment equipment." The scientist shoved the spike through the cheek for the 10th time, then burn a little steel to see if it was any more invested. Nope.

The Denizen nodded and the other members of R&D scuttled into the surrounding area. He then turned to the fellow who had swiped the spike.

"You may want to return that, I'd hate for the Reclaimations Department to get ahold of a perfectly good test subject  like you. It may beunvested, but they can be picky about these sorts of things."

One of the four arms that appeared to be covered in some sort of chitinous material reached into the lab coat and pulled out some a clipboard with some paperwork on it.

"But if you're interested, we're always accepting applications. "

Keleth looked around in mounting horror at what was unfolding in front of him.  When one of the Denizens began spiking a test subject, he cried out in desperation, "I propose a bill!"  He looked around, to see how his message was received, then continued, "This bill will restrict when and where the DA my use expiremental Hemalurgy.  Restricted areas will include city-owned buildings, such as this one."

"I give you my support. After this bill, we need to discuss the Precursors," Doom horn said.

The young boy from the DA continued to smile confidently as the bill was propose and voted upon. Idly he twirled a small spike in one hand, looking out eagerly at the crowd of representatives.

Keleth watched on with barely concealed amusement.  Have your fun now DA, he thought, Because it will soon come to an end.  The government building shenanigans were about to become a thing of the past.

Keleth sighed.  "I suppose once the vote is done, we should focus our efforts on approving the Precursors." He said.  "But first, we should discuss the wisdom of privatizing a police force."

In the interests of avoiding retaliation for voting on contentious subjects I've been avoiding making them public. If that's what everyone would like to do then we can make them public in future.

Keleth looked around.  "Is nobody going to discuss the Precursors?  Because I have an idea.  We need to have the precursors under the jurisdiction of three individuals, but make it so that a majority wins.  That way, we don't have monopolization of a police force, and decisions can happen quickly."

The White rose monk looks at something, nods, then steps forward, “I have just received word that the Ghostbloods have started an unprovoked attack on our main cathedral. Would you care to explain yourselves?”
