He could probably cloak air crafts, or flying epics, which would make him useful as a support figure.  He could also fake a meteor shower, and make people waste a bunch of wishes on false stars.

It's an effect of being made intangible by Insight.  When Insight makes someone intangible, they lose their ability to see the real world becomes impaired.  Sounds become muffled, and you lose the ability to see color.  
 
Note that I'm using intangibility to describe the state of being unable to be seen, heard, touched, or sensed in any way.  It is more extensive than being incorporeal, in which case you can be seen and heard, but not touched.

Here are Insight's powers as I originally wrote them, for reference. I'm still playing around with the mechanics, but the optics of how things have been shown thus far should be the same.


Insight
Powers: Cognitive Space - Insight carries what he calls his 'cognitive space' around him at all times, and can transfer himself, and anything or anyone he touches, in and out of it at will. His cognitive space is a shadow of the actual space he occupies, and because of this, he can observe the real world from it. The cognitive space has about a half kilometer diameter, and moves with Insight, keeping him at the center. If other people are brought into the cognitive space, the only way to leave it is if Insight touches them, or if they reach the border and Insight allows them to pass through it. If Insight wishes for them to stay in the cognitive space, they will be trapped within the diameter of the space.
While in the space, Insight and any other occupants are invisible and intangible to the rest of the world. They completely incapable of being perceived. They can hear and see what is happening in the real world, but sound is muffled slightly, and only objects or persons in the Cognitive space can be seen in colour. Things outside of the cognitive space when viewed from inside of it are seen only in black and white. Insight himself can 'half-shift' being in both his cognitive space and the real world at once. While 'half-shifted' he can see and hear both spaces, and can be seen and heard in both, but becomes incorporeal incapable of touching people or objects in either space. His ability to become incorporeal at will functions as a prime invincibility, but it can only be exercised at will, and will not kick in automatically if he is put into danger. Another property of the space is that the memories of living things who are present in the space become visible, hovering in the air around them, and Insight is able to view them.

Insight has control over how time flows within the Cognitive Space, and is able to speed it up or slow it down relative to time in the real world. This ability only affects him, and others within the Cognitive Space, and has not effect on the regular passage of time. He can use this ability to travel quickly while in the Cognitive Space, or to take time to think or view his opponents or other parties in slow motion before deciding how to engage them. He can only affect the flow of time when he is fully present in his cognitive space, and cannot do so when half shifted.

This power has many applications, however most are defensive in nature. Remaining in his cognitive space allows Insight to be invisible, intangible, and silent, making him an excellent spy. Half-shifting, as mentioned above, can function as a prime invincibility, but limits how else he uses his power. When fully shifted, he is vulnerable to harm from any one else who is fully within the Cognitive Space, and epic powers will function normally there.  Offensively, he can make objects intangible by shifting them, place them inside a person, and then shift them back to the real world.

I keep trying to come up with practical applications of his power, but all I can think of is writing words in the stars. Which might be a good way to allay boredom, but it's hard to imagine a situation in which a desperate message needs to be delivered, at night, to someone with a good chance of looking at the stars at exactly the right moment. :P

So he spelled it "Amuhlee"? :huh:

 

I was thinking that he spelled it 'Emily' when her name was actually 'Emilie', but sure. That works just as well and possibly better. :P

Question, would anyone mind if I refrence a phone call between Lucentia and Deathgale in the laters next segment? The MEE attack isn't entirely wrapped up but I highly doubt it will leave Lucentia in a state unable of making a call.

So, if we're talking about including more vanillas in the Dalles...

 

Does Autumn count as the main manager of all of the Epics in the City Guard? If not, then I was considering adding someone to fit that position. A former lawyer or something, for charisma and witty banter purposes.

Autumn, Arsenal, and Vondra form a sort of triumvirate over the city, so this lawyer wouldn't be directly superior to the Epics most likely. I definitely like the idea of him, though; maybe he could run the administrative side of the city as the mayor's assistant, while Vondra handles more military matters?

Yeah, Corvallis can't finish up the current day until Mailliw gets back (and we are waiting until this weekend to see about moving forward without a Converter post) so go ahead. We should be able to catch up when the next day starts, and as long as we are roughly the same I think we will be fine.

I've been sending so many emails for work I almost signed this post with my name and job title...

Yeah, that sounds good, though would 'administrative' duties entail primarily bureaucratic stuff or primarily judicial stuff? Or both?

I'd imagine in this sort of military dictatorship court martials are the norm. The military likely double as the judiciary and police force.

Terribly fascist situation but hey- better than literally any Epic.

haha that would be cool. Is Quicsilver just a straight metal manipulator or does he have more powers thsn that?

 

His primary is metal manipulation, but on an extreme scale. He can control it to a near molecular degree, changing the type and attributes. As a result of this he has enhanced cognitive functions to deal with such a large scale of control. He also has a near perfect metal sense for a mile radius, but he can only control metal that he's in contact with, either with his body or with metal already under control. If you were to shoot him he'd be able to stop the bullet from penetrating his skin. He also has a moderate healing factor, not like wolverine, but enough that moderate wounds aren't a concern. Decapitation is final though, as well as taking out his heart.

He has somewhat enhanced strength and reflexes, as well as tons of experience in many forms of armed and unarmed combat (he used to be a hit man)

But his most deadly weapon is fear. Fear and surprise. His TWO most deadly weapons are fear and surprise and ruthless efficiency. His THREE most deadly weapons are fear, surprise, efficiency, and his cool black trench coat...

 

He used to be on the ATTD list after he slaughtered an entire command center full of guards, but it's been so long since I've written for him that he tends to get forgotten...

Sounds like an interesting match for Deathskull- she can control metal from a distance, but has none of those other quirks, and cannot control it to such a fine degree. She is also limited in cognitive functions- she can only concentrate on s few things at once, like a normal human. So when she is walking around, she could probably only do one simple thing else at the same time.

Well he could get a job in Salem as the scoreboard, writing up the days matches and then a list of tomorrows.

Or he could use it to advertise his business which I choose to believe is a hair salon.

Edgerunner and Scribbler could periodically suggest he be called "Grand Poobah of Poobah-like Things," much to his consternation. :P
