Kinda - he Invested the entire Alorian system, so there would be some Investiture. 

The slowly rotating line of Laykium grew thicker still, picking up all the loose dust as the day went on. Suddenly, a new line branched out, forming a loop around the planet that moved even slower, matching the position of Uviab. Invention’s excitement grew further, and he watched with great interest.

Grace could stop it for them. However, she required a small price. Cooperation. If these “primal Aethers” wanter her protection, they had to be willing to let her use some of their buds from time to time for her own use.

Too late. 

Too late, yet again, to stop a disaster. Anibelmeth watched as the supernova occurred, blasting outward through Valor, a wave of Investiture travelling at supernatural speeds. She saw the star collapse into a black hole, a sentient one, yet another enemy she would ultimately have to destroy. And to her dismay, Virtuosity, though split into pieces and greatly weakened, lived on, hiding amidst the chaos in the system. The Investiture radiated outwards, and Anibelmeth felt a command pulse through it, egging it on. Seek. She numbly watched all this ensue and could not stop it. 

The power nudged her gently. She could not wait; there was yet much work to be done. Collecting herself, Anibelmeth pondered the next steps. The other Shards, they would do as Cultivation had said and shield their systems. She should do the same. Though she hated to Invest it further, what choice did she have? The seeds, though, would be an issue. They were each sent to a planet, and each had enough Investiture to become sentient. They were easy enough to destroy now, but later they would be more problematic. As she considered this, a plan began to form.

Whimsy watched with crossed-eyes as the star, so heavily invested, went supernova; an explosion of light, and colour, sending investiture traveling though the cosmere. a wave of destruction was coming, and nothing could prevent it (probably).

The other shards protected their planets and systems, shielding their creations from the onslaught from Virtuosity, who had disappeared after the event.
For a moment, Whimsy's eyes cleared and focussed. "It has begun," He whispered, a single tear tracing down his cheek. THen the Shard took hold of him once more, and he began singing "auld lang syne", which technically does not exist in the cosmere, at the top of his incorporeal lungs.
Laughing and giggling uncontrollably, he zipped around the ROsharan system, bumpng into asteroids and occasionally peeking into the cognitive realms to try to eat starspren.

Dominion is synonymous with Roshar, it feels. Laced with scornful distaste, it reaches out in blocking all repercussion. “Why are you still here, you who has given yourself to the your most foolish inclinations, amongst the few you can? Leave. Find amongst the myriad of the rest of existence somewhere without consequence, to enjoy as you please. Not here, where your presence contributes to the misery of others.”

Bit (no s) is full of Laykium, which is keeping it in place at L3. But because the dust on the surface is loose, it’s moving to correspond with the positions of other things - at the moment, there’s a line of Laykium moving with the terminator, and another corresponding to the position of Uviab. If there were things other than dust on the surface, the Laykium would arrange around them as well. 
To clarify, these aren’t really rings - they’re lines of Laykium dust on the surface of the planet, and might be approximately described as leylines.

Whimsy turns, startled, and accidnetally crashes into the starspren he was chasing. He is breifly knocked out, before coming too after about a minute (and when he rememberws that as a shard, he cannot be knocked out).
He recognises Dominion, the cold and conniving weasel. HE says so out loud, proclaiming; "Why so serious, you lousy penhito? I do no harm, and starspren are hardly a culinary delicacy". He had, in fact, nibbled on several but he didn;t need to know that. 
"I simply wish to be here when the beautiful wave of detruction hits, for your system is closest. I am intruged as to how this shall unfold..."
Whimsy grabs a passing starspren by the tail and attempts to stuff it into his incorporeal mouth.

Without word, the power of Dominion forms a barrier between Whimsy and all of the beings of Roshar. Cut off from sight and touch. After a moment, he speaks again. “There are other worlds than these, ones where you have not decided to callously kill for no purpose.”

A small sharpening of focus, staring deep into Whimsy’s nature. “You choose to be this way. You could choose to pursue the joy and levity of all things, and yet you find thoughtless aimlessness to hold more value? Leave.”
