Possibly? Frost could have other siblings, so who knows.

If Frost’s lawyer sister is Starling’s mother, something bad must have happened to her between books.

Is Starlings mother, perhaps the same sister of Frost that Hoid talked to during Wind and Truth?

That seems like the most likely option. I am curious as to what happened to her and Starling's father. I don't think they are actually dead. It's only said that something bad happened to them and that they couldn't be there for Starling's first transformation. IotE quote:

But some said with every great sign came misfortune, as proven by what had happened to her parents… “You are,” Frost said, “so wonderful, Illistandrista. I am honored to be here, with you, on this most important of days.” He left unsaid that he wished her parents were the ones here. That was not to be.

I know this implies death, but it takes a lot to kill a dragon. And when Starling goes to the ancestral ocean, there's no mention of them. Not even a passing thought from Starling about how her dead parents would be somewhere on those shores.

Agreed — I doubt Starling’s parents are dead-dead. The narrative leaves it way too ambiguous for them to be dead-dead.

I suspect that Frost and his family are going to be relevant characters in a future book or series, maybe Dragonsteel.

I have a feeling that her father might have been killed by the Evil, as there were three dragons killed by them and she personally knew one of them. Adding this to the fact that her parents are missing and aren't present on the ancestral shores, there is a possibility that her father fell to the Evil, which would annihilate his soul. IotE ch 26:

Quote

Starling undid her buckles. “Ed,” she said, “will that thing be frightened of me?” “Oh!” he said, flipping a few pages.
“Um . . . maybe? More likely to be curious. Yes, some of them are . . . curious about powerful and strange beings they meet. And you, um, count. No offense, but L.T. . . .” He turned his tome toward her, pointing at three names in a list in a page’s sidebar.
Dragon names. She recognized one of them. Hadn’t heard from him in decades, and . . . she never would. The list was titled “Notable Invested Beings Killed by Threnodite Entities.”

Her mother is missing but from the quote above we can say she almost certainly wasn't killed by the Evil and because she isn't on the ancestral shores, it means she's most likely still alive. If she is Frost's sister, then maybe Frost is looking for her and that's why he is missing as well.
