 So after much calculations, I've made, from scratch, an actual 1/16th shard, while being proportional to the original logo. Behold, The 17th Shard:

The top angle is now 22.5° (360/16). The big missing chunk and the orange splinter location is proportional to the original logo, using a bunch of ratios I don't want to explain.

I'm sorry for my 10 minute mock-up being uneven - I simply wanted to verify what @Dragonheir meant before investing significant time in the final product.
I should be able to clean it up this weekend now that I know I was on the right track with version 2.

(Note: that back angle isn't actually 90 degrees - it's just close, so a basic copy and rotate in CorelDraw did not make even connections, I will have to make minor adjustments to the original graphic to get an even symmetry)

Rusts, now the logo will bug me every time I look at it. Yours is so satisfying in comparison. Perfection!

Oh yes, that's great too. But that's 12 not 16! So close yet so far. Rotate every group by 22,5 degrees and you'll fit 4 groups of 4 (but it will look crowded so current version 2 probably looks more aesthetically pleasing).

Huh, this looks like a compass rose and it would look better with thinner @AltonicKeys shards:

Yes, it is very similar to a compass rose (I've done many military logos with various versions - they are popular).

Though, now that I am looking at them, I wonder if the 17th "shard" shouldn't be splitting off of one of the top iright quadrant tines. . .

If anybody wants a variation of this with @AltonicKeys's 22.5 degree thinner tines, let me know and I'll see if I can make it work.
